Navigating U.S. Import taxes can feel like solving a puzzle. Between fluctuating tariff percentages and new rules every few months, it’s tough to stay ahead. In this Q&A guide, we break it all down.

1. How exactly are U.S. tariffs calculated, and where does that 104% number come from?

Great question, and it’s more layered than it seems.
Tariffs on imports to the U.S. are made up of multiple parts:
  • General tariff (based on the HS code of your product)
  • Section 301 tariffs (if your product is affected)
  • New add-ons:
    • +10% (effective Feb 4, 2025)
    • +10% (again, Feb 4, 2025)
    • +34% (effective Apr 2, 2025)
    • +50% (effective Apr 9, 2025)

 

So when people say “104% tariff”, they’re referring to the cumulative increases added this year (New Add-ons): 10% + 10% + 34%+50% = 104%

Important Note: A 125% tariff is currently in effect on applicable imports. This rate is subject to change, and we recommend closely monitoring policy updates and factoring potential adjustments into your cost planning.

 

 

2. Does the statement online about $25/package or 30% tax, and $30 after June 1st mean that my package will be taxed that much?

“All relevant postal items containing goods that are sent through the international postal network that are valued at or under $800 and that would otherwise qualify for the de minimis exemption are subject to a duty rate of either 30% of their value or $25 per item (increasing to $50 per item after June 1, 2025). This is in lieu of any other duties, including those imposed by prior Orders.”  ( Source: www.whitehouse.gov
This clause only applies to postal parcels shipped via the international postal network. This policy does not apply to the economic/expedited line’s small parcel service.
 
 

3. How much tax will I really pay when shipping from China to the U.S.?

Depending on the product and its HS code. Here’s how it breaks down:
Tariff Formula: General Tariff Rate + Section 232/301 (if applicable) + 10% + 10% + 34%+50%

4. Can I ship to Macau first and then forward to avoid high taxes?

That option is being explored.
Routing goods through Macau before entering the U.S. is one of several strategies under evaluation. The goal is to legally minimize costs, so solutions like these are handled carefully.
 

 

5. Are there any logistics solutions that ship directly from China and help with tariffs?

Yes, currently two types of direct shipping solutions are under discussion:
  • Solution 1: Transfer from China to another region, then clear into the U.S. under the T86 model
  • Solution 2: T01 clearance model with all-inclusive flat-rate logistics and tax costs
Both solutions are currently undergoing testing and verification.
 

 

6. Is sea freight with tax included (a.k.a. double clearance) still reliable?

Absolutely, as long as you prepare inventory in overseas warehouses.
This method remains stable and widely used. The logistics provider assumes any penalties or shortfalls in taxes.
 

 

7. Since T86 is canceled, how do we clear small parcels now?

Welcome to the T11 method.
The U.S. CBP (Customs and Border Protection) has shifted clearance procedures, and T86 is no longer valid. We’re currently awaiting further clarification from CBP on how T11 will be handled going forward.
 

 

8. Should I declare my invoice value based on the actual sales price? What happens if I underreport?

It’s strongly recommended not to underreport.
If U.S. Customs finds your declared value suspicious or inconsistent, they may require back payment of duties. While no severe penalties are listed, the risk of delay and added scrutiny is real.
 


9. How do I find the exact tax rate for my product?

Yes. Exceptions do exist.

  • Pharmaceuticals, semiconductors, and specialized equipment

In a significant shift in trade policy, the White House has announced the elimination of the de minimis tax exemption for Chinese exports valued under $800, effective May 2nd. This adjustment is a component of the newly introduced T86 policy, which aims to close a loophole that previously allowed small-value shipments from China to enter the U.S. without paying duties, a benefit critics claim disproportionately favored Chinese manufacturers.

Under the new guidelines, all Chinese imports, regardless of their value, will now be subject to tariffs. These imports will be processed under a more stringent customs designation, T86, targeting the influx of low-cost e-commerce goods from companies like Shein and Temu that have historically bypassed duties. This policy change seeks to ensure a more equitable trading environment and address concerns over market fairness.

On Wednesday, President Donald Trump announced aggressive new tariffs on nearly all U.S. trading partners, including a 34% tax on imports from China and 20% on the European Union, marking a dramatic escalation in trade policy that could reshape the global economy.

Speaking from the White House Rose Garden, Trump declared these measures were necessary to combat what he called an “economic emergency.” The tariffs, he argued, are designed to revitalize U.S. manufacturing and address trade imbalances, but critics warn they could spark retaliatory trade wars and economic slowdowns as businesses and consumers face higher prices.

The White House claims that trade imbalances cost the U.S. $1.2 trillion last year, justifying the move. However, economists caution that other nations may retaliate, worsening the situation.

What Are Tariffs, Exactly?

Tariffs are duties paid on goods imported into the U.S. The most common type of tariffs are ad valorem tariffs (Latin for “according to the value”), which represent a fixed percentage tax on the value of a product. The 25% auto tariffs are these types of tariffs.

Special Line Shipping: Fewer Transfers

A special line is a fast shipping method other than courier and express. During the coronavirus pandemic, good special lines can be faster than express, even DHL, because most of the express contribution centers are overwhelmed, causing handling delays, and special line shipping needs fewer transfers.

To understand this, let’s explain how a special line works.

Unlike express services(e.g. DHL, FedEx, UPS, etc) which provide standardized services and rates, special lines are more flexible: Because many packages are to be delivered from China to some popular countries and regions, such as the United States, Europe, Oceania, some logistics service providers set up special freight routes based on these specific locations. They collect packages with the destination of the same country (or region), send them to the country (or region) in cargo, do the custom clearance after arriving, then unpack the cargo, entrust local express carriers deliver parcels to the eventual destinations.

 

 

In normal times, when the volume of packages is not large enough, service providers will wait several days to collect enough packages to ensure profits, so special lines are slower than some express delivery with strict time limit requirements (e.g.DHL). But during the pandemic, many parcels are sent from China every day, special lines can quickly ship goods to destination countries and regions. A lot of express contribution centers like HK DHL warehouses are suffering from overload. Sometimes it takes 15 days for a package to scan into the system. More than that, when every warehouse is become overloaded, shipping directly to the destination seems to be a better idea.

If express service is like taking taxis, then using special lines is carpooling. You will find it cost-effective and fast during peak time.

After understanding the differences between special line shipping and express service, you can see how important to diversify the shipping options. Based on the data analysis of various shipping modes during the COVID-19 pandemic, we selected the best special lines and added them as new shipping options, to meet the needs of different customers for shipping efficiency and price.

 

7-12 Working Days from China to the US and Europe

Let’s take the US and Europe special lines as an example.

We can divide global shipping into three phrases

First leg: From the parcel being picked up to it arrives destination country or region

Customs clearance

Last delivery: From the parcel being collected by the local carrier to it arrives the buyer’s doorstep

 

The first leg of the new US special lines only takes 1-2 days, parcels need 1-2 days for customs clearance, which UPS will collect. Because of the different processing capacity and local conditions of UPS warehouses around the United States, the final delivery takes another 5-7 days.

And for the Europe special line, the first leg is from Shenzhen or HK(depends on the product attribute) to the UK, which takes 1-3 days, parcels need 2-3 days for customs clearance, which Yodel, Hermes, DHL or FedEx will collect later on. Because of the different processing capacity and local conditions of different destination countries and express carriers, the final delivery takes another 4-7 days.

 

Full Track: Control Your Shipments

When choosing the shipping options and making fulfillment plans, your account manager will inform you which one can be fully tracked and how to track them. Some eCommerce sellers who sell low-value items prefer low-cost shipping options, so we’ve got some untraceable shipping options. But in most cases, NextSmartShip doesn’t recommend eCommerce business owners to choose these shipping methods. We prefer to get lower prices through in-depth cooperation with logistics service providers. That’s why in this update, all the newly added shipping options are fully traceable, and most of the time, customers can track the packages all the way to “Delivered” with only one tracking number.
